The Ministry for Foreign Affairs, MFA, has entered an agreement with four institutions in Norway for the administration of HERD – Programme for Higher Education, Research and Development. The programme period is four years with a tentative annual allocation of 30 million NOK.

When applied correctly, the Embassy Fund is an effective and rapid tool for the financing of priority projects in key areas. It can also be utilized in connection with networking. Due to the limited funding, the Embassy fund may by particularly useful when the Norwegian support is given in addition to other support, eg. in addition to the EU / UNDP support.
